The African Development Bank (AfDB) Group has approved 120 million euros in funding for the Moroccan Digital, Entrepreneurial and Inclusive University (UM 4.0) as part of the Transformation Support Program. This initiative aims to enhance human capital development and empower young people through innovative higher education that aligns with the local ecosystem. Key components of the program include the construction of a Faculty of Medicine and Pharmacy, establishment of university halls of residence, agile coding centers, career support services, entrepreneurship centers, and skills certification for students.
In addition, UM 4.0 will digitize educational services, deploy IT infrastructure, create centers of excellence, train teachers, and develop management tools for the higher education sector. Morocco’s government program prioritizes education sector reform, with a focus on the “social state” foundation. To achieve sustainable transformation in higher education, Morocco has launched the “Pacte ESRI 2030” national plan, centered on academic and scientific excellence, digital transformation, and governance enhancement. This holistic approach aims to drive system performance and regulatory advancement in higher education, scientific research, and innovation.
