The Department of Housing recently revealed findings from a report commissioned over four years ago, indicating that Dublin City Council did not reimburse building companies for paying protection money to criminals during the construction of houses in west Dublin. The Butler report, shared with city councillors, highlighted that despite senior management being unaware of the extortion racket, they failed to investigate the situation.
The criminals, Derek ‘Dee Dee’ O’Driscoll and David Reilly, were hired by contractors to prevent anti-social behavior at construction sites. Investigations by the Criminal Assets Bureau uncovered their involvement in serious crimes and drug trafficking. The report emphasized the necessity for stricter protocols and immediate reporting of any intimidation or criminal activities.
The report also recommended enhancing security measures in contracts with housing bodies and implementing risk assessment protocols. Despite allegations of DCC officials endorsing the hiring of criminals, no prosecution was directed by the Director of Public Prosecutions.
As the Department of Housing continues to evaluate the report’s recommendations, it stresses the importance of establishing clear protocols to combat intimidation and criminal activities in construction projects.
