Leung highlighted the lack of attention from senior management towards cybersecurity, emphasizing the need for more qualified IT security experts in Hong Kong. David Ip Ching-yeung echoed similar concerns, warning that the city’s vulnerability to cyber threats due to insufficient cybersecurity talent could hinder its development as an I&T hub.

The Office of the Government Chief Information Officer has urged all bureaus and departments to enhance their computer security protocols to prevent future leaks.
