RTÉ to Undergo Radical Reform Following External Reviews
Minister for Media Catherine Martin has expressed optimism that the 116 recommendations outlined in the external reviews of RTÉ will pave the way for radical reform and a new future for the national broadcaster.
The Government-commissioned reports on governance, culture, contractor fees, and HR at RTÉ have highlighted the necessary changes needed at the station to ensure its sustainability and success in the future.
Ms. Martin announced that legislation is being drafted to appoint the Comptroller and Auditor General as RTÉ’s auditor, aligning with one of the key recommendations put forth in the reviews.
With RTÉ accepting the recommendations “in principle”, the Cabinet has agreed to release €40 million in interim funding, with an initial tranche of €20 million. The remaining funds will be contingent on RTÉ’s implementation of the review recommendations.
A new committee comprising government officials and New Era will oversee the quarterly review of the implementation of the recommendations to ensure progress is being made.
Emphasizing the importance of patience in the reform process, Minister Martin stated that a decision on the future funding of public service broadcasting will be made by the Cabinet before the summer recess in mid-July.
Debates surrounding revenue collection through a licence fee versus an exchequer-funded model continue to divide opinions, with Minister Martin advocating for the latter.
While acknowledging that the implementation of legislation will take time, Minister Martin expressed hope that progress can be made and laws enacted if the Government serves its full term up to March 2025.
RTÉ Embraces Recommendations and Vows Reform
RTÉ welcomed the publication of the reports and has pledged to accept the recommendations proposed by the Expert Advisory Committee Reports, albeit in principle.
The broadcaster will conduct a thorough review of the reports to provide a comprehensive response within the suggested timeframe.
Chair of the RTÉ Board, Terence O’Rourke, commended the reports for their contribution to rebuilding trust in RTÉ, while Director-General Kevin Bakhurst highlighted the broadcaster’s commitment to continuous reform based on the recommendations outlined.
Union Voices Concerns Over Unrealistic Timescale
The National Union of Journalists plans to engage with RTÉ management regarding the impact of the recommendations on employees following the release of the reports.
NUJ Irish Secretary Séamus Dooley expressed concerns over the ambitious timescale for full acceptance of the recommendations, citing the extensive scope of the reports as a challenge to meeting the proposed deadlines.
With financial challenges looming and uncertainties surrounding public service broadcasting funding, the delay in government approval for a new funding model has raised additional concerns within the industry.
